Under the leadership of Baldur von Schirach, a young but experienced Nazi, the evacuation of German schoolchildren soon grew in purpose and scope. Whatever humanitarian goal the program had, it also planned to use the conditions of evacuation as a hotbed for rearing loyal Nazis under the supervision of the Hitler Youth.57 Schirach also understood Nazi politics of mass mobilization. After joining the party in 1925, he had led demonstrations across Germany to attract people into party organizations. Beginning in 1931 Schirach was director of the Hitler Youth organization. As one of Hitler’s trusted inner circle, he was named Gauleiter of Vienna in the summer of 1940.58 In late September 1940, just days before entrusting him with the position of plenipotentiary for youth education, Hitler approved Schirach’s suggestions that the party take on the education of German youth at the evacuation sites, and the state began to surrender its established role as administrator of education across Germany to the NSLB.59
